Well in that case, Butler, I would say the spawn is longer than the others due to the level.
1. In any given world, there are less high levels than low/mid levels. So one factor is that there is less of a bottleneck on the high end mob. I think it isn't that he is slower, so much as the lower mobs have been designed to be fast for the amount of low/mid levels.
2. He gives a massive amount of exp, and a decent amount of gold. Yes, it is a daily, but it is also a quest. There has to be a little bit of effort put into the kill. Otherwise, why not just award 100K exp for logging in?
3. Combining 1 and 2, the effort matches the reward.
Your given numbers show that he spawns in a window, rather than being on a timer. It is like watching paint dry because you are just standing there, collecting pumpkins. I rarely wait in the arena. I go do other things and come back. If my Gladiator still isn't up, I go and do other things and come back. Simple as that.
