I'm wondering if anyone knows whether or not the old meteoric weapon quest bosses are still in the game, specifically Firelight and Frostharrow.
I started playing again about a month ago after about six months away from the game and in that month I haven't seen a single one of the weapon wisps.

If they do still spawn I guess I just have the worst luck ever.
If not, how do I go about getting my meteoric totem? In game support request asking to be upgraded to the new quest?

In game support ticket definitely, they'll most likely make you start on the new meteoric weapon quest which in my personal opinion-- due to spawn rates-- is a much better quest.

I checked with design and those wisps do still spawn. I have personally seen Firelight while playing although not Frost Harrow.

I've seen frost harrow but I wonder if the quests still work...

I've only seen Voidreaper. I would definitely try to change quest. Haven't seen some of those wisps in quite a while.
