I just spoke with a Google rep and a Google supervisor. They confirmed that they charge what the developer requests that they charge. The rep and the supervisor both stated that the playstore is only a third party distributor and does not charge tax.
So celtic heroes is setting the prices and requesting the so called digital goods tax.
Google further went on to say that whatever is charged goes back to the developer. So all of the extra $17 I've been charged for 4k plat has gone right back into the pocket of the celtic heroes pockets.
I don't think I've ever been this angry in a long time that I've been lied to, misled, and stolen from.
The celtic heroes developers owe me a lot of plat. This information will go on a review of their game in the play store if I am not compensated and the charges changed.

If Google automatically added tax, then Google would be responsible for collecting and distributing that tax to the correct tax collection service. So if a US based company, say in California, was making money from app sales, Google would be responsible for sending the tax to the IRS, and the IRS would go after Google for any problems. Google said screw it, I dont want to deal with that, developers can set their own tax.
For Apple and Amazon, they take the responsibility of automatically adding, collecting, and distributing tax, and the developer has no say in tax rates.

They said that we are to contact the developer and if the developer does not respond to the complaint within a few days that we are to file a complaint with the play store. Pursue different options. I would expect to see a response quickly.

#36I appreciate the immediate action taken. According to Google if it is advertised in game for $99 we should have payed $99 unless OTM specifically stated what the additional costs we're for. I would hope that any accounts that have been charged are either credited in plat or monetarily.Hey Heroes

#38It seems this is to do with currency conversions that google is auto doing for the app, we will continue to investigate and see if there is anything we can do.
We really do understand you frustration at this, and to be clear, we have not changed the cost of the packs, it just literally seems its down to conversion rates at this time that google auto do to the app, not us at this time.

#40OTM have never changed our prices we can guarantee you that, we have no reason to.
The bundles were set to the original prices but we are working on figuring out where these additional charges are coming from.
As Kodelia said it's not tax and actually conversion rates between currency.
We are looking into it and will let you know of any further development.
