I managed to log in once after the servers came back up after the initial update for the weekend event. I lagged out shortly after and upon my subsequent attempt to relog I was confronted with the character creation screen. I was using my saved account details to log in but there were no characters. I refused to believe my characters had been deleted so attempted an account password change in desperation. No email ever appeared in relation to that so I now can't log in on my account (though there's no reason to, now I have no characters). Yay!

Most likely you are on a different world. The world select icon doesn't appear until you go through character creation so make one and switch default server to Donn.

Yeah that could well be it.
On the second login I got a server select but I didn't tap anything so assumed choice would remain Donn.
I thought about making a character to see where it took me, but I have 2 slots unlocked and 2 characters. I feared a new one would overwrite an existing one.
So now, if you're correct, the issue is solely OTM not sending me a password reset email. What can I do about that?

Go ahead and make a new character. Even if it overwrote your character (which is highly unlikely), you would need OTM support to restore anything. So you'd need their help regardless.

This happens quite often, so often in fact that there was a topic about it that I can't find atm. The prior post is correct, you've simply lost your word and nothing has been deleted.

You just have to create a new toon (doesn't matter class) and at the last screen simply select the server you typically play. Your toons will then pop up as if nothing happened.

Happens to me all the time. This is why.
