I would guess that refunds etc. are very quick to deal with.
When it comes to verifying that you are the true owner of the account, they probably want to confirm as much as possible before handing over the account details. That's why they ask so many question, and might even follow up with more.
I gave even more information than they asked for, and it still took a while.
