Just a Simple User Profile Question

How can I make my user profile picture on here. For Example, when I click on someone's name I see a photo in there profile.
If you click on User Control Panel (just next to where it shows you how many messages you have), you will then see a screen with several tabs.
Click on Profile, and on this screen you'll see an option which says Edit Avatar.
From this screen you can then upload a profile picture.
