Quick strike skill

Im level 43 and i dont have quick strike i started in 2011 and my brother joined and he has quick strike at level 25 how can i get this!?!?

Yeah because in 2011 it was boring they didnt have half of the stuff they have now, i just started again and it wont let me get quick strike skill
