A friend of mine tried to make a forum acct but he told me that it wouldn't let him. Is this problem known or the problem on my friends end?

If your friend is having trouble they can resend the activation e-mail, or check their spam or junk folder. It is possible the activation e-mail was sent there rather than to their inbox.
