Cannot create a new account

why cant i create a new account? when i try to create a new account i get to the server selection screen but when i choose server it says that my account was disabled. I try to create a new account im not trying to login to an existing account.. how can an account that I am trying to create be disabled?

Maybe your UDID was disabled.

Maybe your UDID was disabled.

I recently heard that apple want to stop company's/games from using UDID eventually idk if its true but its what im hearing.
