Meteoric Weapon Help

I am level 110 and I was told this is the level I can upgrade my warden dagger. I have the dagger in inventory, went to wardens and there was no quest to be had. I talked to all of them and they say I already have all the meteoric artifacts. Can someone lend some advice?

You will need to visit Roarke the Blacksmith in Highshore Village (which is in Lir's Reach). He will start your meteoric weapon quest.

I managed to get my met wep before they updated it.
lucky me huh? Took me 30 mins and most of it was running.

For old quests a lot of times if you put your stuff in the bank then take it out the quest works.
