What levels sword ability faster?
Like a faster sword for more hits
Or
More damage with a better sword?

Also a haste lix and wisdom lix used together would vastly improve the rate of your ability gains.tmk

At level 23, don't waste money on elixirs. Your ability will catch up quickly.
Just keep using your Shorline Sword (yes, the speed is the important part).
