If you're happy spending 38k for a fashion item that doesn't improve your character's abilities/stats at all, then it's a good deal. Otherwise you just spent 38k for nothing really, it's just for looks.

I think 38k for The rarest non sparkling crown is very good. I would buy it for this price every time I see it.

id say thats generally a good deal but it depends on if youre a low level or high level
if youre high then thats a pretty good price for people like ezekiell...me i dont got that much money to spare
currently 45k in debt with someone holding a 300k item for me
