How do i post a face on forums? Is it from an app?

Go to the User Control pannel
And then to the Profile Tab.

The page you are looking for is the Edit avatar.

You can upload your own image:
Maximum dimensions; width: 100 pixels, height: 100 pixels, file size: 39.06 KiB.

But I suggest to use the Link off-site:
Enter the URL of the location containing the avatar image you wish to link to.

When you say post a face, do you mean avatar or screenshot?

I mean like the colored ones (im on the mobile version) and the laughing animations

I dont think he meant avatar. They dont show on the mobile version.

In the full version, you can just click on the "faces" to the right of the page and choose what you want.

In the mobile version, you have to type the smiley code like : lol : or : roll : (without the spaces)
