I can't active the dl weapon quest.when i go to the questman, the weapons page is empty.
And yes, i finished the dragonlord armour questline.

are you lvl 175 yet? do you have your frozen dagger?

As mentioned, in order to get your dragonlord weapon you need to complete the frozen questline first.
