Have $100 iTunes credit and am trying to purchase 99.99 bundle. Donee this multiple times in the past and never had a problem. Giving me this message and purchase will no go through

Got this message after changin my method of payment from visa to none.... Even tho I have 100.00 in my account wont let me buy. Nvr had this problem before is this tax?

It must be tax. Sometimes the 99 bundle ends up being 105 bundle (because of tax).
