Egg timer above peoples heads

Hi folks
As above really I've been ing AME and seen an egg timer floating above peoples names in game..any idea what its all about?

Means they are busy. So in a menu for example.

Damn this whole time I thought it was when people are lagging.

Well it could be before a dc. Haven't checked that yet. So if you have more experience around that problem. It could be that it is shown with lagg as well.

I thought may have been a warning from the game admin and the player was maybe on a warning or something for a certain amount of time
