Lost and Flounder quest help!

I need help catching the 2 summer flounders. The quest says to fish near highshore, but online video shows fishing on beach near The east pier. Which is right?

Best spot for the Summer Flounder in my experience is fishing off the north side of the furthest east pier in Lir's Reach down at the docks. That's where I caught mine
