It’s true with weapons too. Not only armor.

If you dropped it, write in on the toon that dropped it (not a different toon) with the exact item names. We'll return them so you can complete the quest.

We're looking at changing these quests' requirements, so you don't need to write into support to pick up the dropped items. To be clear, you'll still have to complete the previous quests. It would be changed to read if you completed the last quest rather than hand in the item.
