Im lvl 61 and my skills are still at lvl 1of 20. Will the lvl automatically or have I just not got high enough to raise them yet?

We get skill points every time we level (so you have 60...). You need to allocate them to what ever skills you want for them to go beyond 1/20.

I see where you can apply the points to dexterity, fortitude and such but I did not see where you can apply them to healing or shooting and fighting skills

Ok, when you go Menu > Stats you get the place where you distribute your stats (Str, Dex, Vit, Focus)
Instead, go to Menu > Skills so that you can see where your skills are. Select one and you get a new window where you get an option to upgrade the skill.
