At your level thats about as good as your going to get.
once you get higher drop incinerate and use mihindu's build.
You could drop incinerate now and try 11 shards 4 ice lure. That will also set you up for the future. you can bring incinerate back once you get more points. Also you may want to drop your bolt and cloak by a few points.

I think you will be better like this.
I've noticed with this build that shards lands 1/4 of the time on the Druids in the grove, but when it does it deals 400+ damage. Maybe when I've maxed my ice ability I'll have a better hit ratio. Only using it for shield, it is about 100 from max.
