I've been trying to hunt something really nice or decent from lvl 40 monsters,but all I've been getting are low level equips..
Is that really normal?

You have to be patient with them. The lvl 40 revenants do drop the best gear but it can take a while.
These are the items iv received from them :
All the plate armor.
Wand 9dmg.
Staff 16 dmg.
Shield 45 def.
1 hand weps 22-26.
2h mace 54 dmg.
2h sword 39 dmg.
2h axe 48 dmg.
Dagger 17 dmg.
Bow 28 dmg.

So to answer your question yes they drop good gear but it can take à while

All of the level 40 mobs can drop good loot, but the way it works is the higher the stars the more likely they are to drop good loot

So 1 star mobs can drop nice stuff but also can drop junky stuff, the 2 star are more likely and 3 star etc. Up to the 4, 5 and 6 star mobs which do not drop any junk and as the stars go up the quality of the best items go up as well.

Ok so how rare is it to receive a one hand weapon that deals 32 crushing

It's kinda hard to answe that question.
If u kill the revenents that are 3 star you have about a 50% chance of getting a item drop, and it can be anything I dint think any of the higher lvl items have a lower drop rate there all the same. It's just luck.
Like for example I never got a drop for 6 kills on revenents but then the next 3 kills gave me 2 54 dmg maces and a 39 dmg sword. So its random, just keep at it and I'm sure u will get the item you want eventually
