Here's how the Target Lock will work.
A Mob/Boss will 'Lock' to the FIRST person to aggro its' group and that group will get the kill, therefore the drops. Anyone can hit the mob or boss and do damage as they currently do, but instead of it being the group that does the most damage gets the kill, it will be the group that's member takes first aggro.
The only flaw with this that I see could be power levelling.
Example:
Level 60 Druid runs through mobs in stonevale and hits each one once, level 150 rogue following 1hits everything, level 60 Druid gets all the kills. Is this a problem? Maybe. Will people be doing it? 90% sure, yes.
But here is an example of how it will work well.
Example:
Group 1 prepare to take Stonelord. 2 Druids, 1 Warrior Tank, 1 Support/Luring Mage, 2 Rogue, 2 Rangers. (ideal boss group).
Group 2 Show up. 4 Rogues.
Currently - Group 2 Takes the boss through pure dps and rob Group 1 of their hard-work.
Future Target Lock - Group 1 can proceed to take the boss un-interrupted as long as they don't wipe out, but may have to start the fight a little earlier than they want to, to make sure they take first aggro.
Another example (based on previous experiences).
Example:
Clan 1 prepares to take Aggragoth, Tanks, Druids, Mages, Rogues and Rangers all there.
Clan 2 see's them preparing and shows up with 4-5 High level rogues.
Currently - Clan 1 is unable to take the boss as they have less DPS than Clan 2, so must leave the boss and hope to take another day. (the people that have stayed up half the night or woken up at 4-5am to take the boss with their clan, have to suck it up).
Future Target Lock - Clan 1 proceed to take the boss without having to worry about being ksed.
I look forward to it. I guess the Top, TOP clans on their server may not like it as it gives other people a shot at a few bosses. But i'm all for sharing
Target Lock is not what you think it is.
