My guess is that he is asking which is better for a DPS build. Not which will give more DPS.

ie. Vines will increase his DPS. But with a DPS build, he might have lower health. Therefore he is wondering if Wind would be good to use, in that he will take less hits (lose less health) and be able to outgun the mob over the course of the fight.

Am I correct in that?

Even if so... Vines are gold, as far as I am concerned. A must. I could see looking at Bark or Wind, or Embrace or Wind... but I don't know that I would even personally consider Vines or Wind. Certainly not at level 20.

Well, for DPS, Storm will be great.

I have a (slightly twinked) little level 45 DPS Druid. He has very high Vines and Lightning, with a moderate amount of Storm, and uses a level 1 Wind. Very effective with quick kills, and minimal deaths.

(To be honest, the deaths are mostly due to my over zealousness as I run around like an idiot, killing 5 Connachts in a row, and not healing or buffing before the 6th fight. )

I haven't done so myself, but word on the street is that for Wind to be really effective, you need to have a solid amount of Dex in your build as well.

My personal recommendation for your desired effect would be Vines over Wind any day.

the only reason wind is excellent with decent amount of dex is because when u use wind it lowers the mobs defence and if you have high attack which is affected with dex you will almost hit every time which is excellent for a melee build (what i am)

Correction... Howling Wind does not affect mob defence.. It only reduces the mob attack rate which works very well provided if the caster have high defence.
Low attack rate + high defence rate = Much lesser interruptions.

HW does not contribute to how often you can hit successful on a mob.

Currently, the only skill that reduces a mob defence is smoke bomb I believe

Get storms touch and max that and lightning. A lvl 100+ druid with maxed storms can do up to 800+ dmg. So much for a druid, a mage can easily reach 1500 with iceshards at lvl 100+

Slight correction..

Lighting maxed at 30/30 gives abt 950 dmg on skill page while fire bolt maxed is abt 1k
Storm maxd at 30/30 gives abt 1400 dmg on skill page while ice shands maxed is abt 1.5k

Obvious reason why mages can do way more dmg is due to lures... plus ow mobs seem more magic resistance compared to ice resistance.
Hence the diff of 800 vs 1500
