Is it possible to get an offhand rogue weapon from a quest, im level 13 and iv been saving for that offhand dagger from theitem merchant at the tomb, it costs 487 gold and i was wondering if it would b a waste to buy that if im going to get something similar from a quest later.

You will get a shoreline dagger 14 piercing damage from a quest at the docks. I think you need to kill hagvar the hairy.
after that quest line you will get a quest at the castle to kill the crookback king in crookback hallow. For this quest you wil get a matanach dagger? if spelled correctly. 18 piercing damage and I think - 10 devence.

After that you will need to wait for the warden quests =] But you will be lvl 85 probably when you finished that quest.

To the best of my knowledge, there isn't a quest out there that grants an offhand weapon. Your best option is to purchase the one from the Easter Docks and hope to get a nice drop once you hit Shalevale. I just recently found an 8dmg offhand from a mob in the Shale campsite.

there are numerous offhand drops to be had. many with fire or cold resistances. (colored ones, crimson, cyan and so on) some with fire or cold damage, some of other metal types bronze, steel. some sharper than others (lethal, deadly) all do varying amounts of damage. the highest I have seen is around 12 dmg for non-store bought. drops are rare. the most common place i have seen drops coming from was the catacomb's tougher mobs. but i spent many hours in the catacombs before the 2nd update.
now i don't know where the good drops are. today a bonesplitter droped a crimson Sgian Dubh for me; I have two or three now.

At level 13 you will be hard pressed to get these drops. I would recommend making friends in your world or joining a clan.
In our clan i give these drops to our promising new clansmen.
