I have gathered that yes Rend is only good at higher levels if its maxed with rings or something...even then w/ frozen dagger you loose DPS because of the cast time

at 45/35 mine is ok, and if you dont have a crap ton of dmg gear like earthstone and royal+ damge rings rend is good all the way

I don't like rend or PW, but i do use PW because rogue skills suck and there isn't anything useful to put points in so I use it at the start of a boss ima solo.

hopefully we ge some new skills to fill with all those spare points in the new update...if there are any skills coming...
