#1Why is it that Lockjaw the jailer wont respawn anymore on Morrigan? I havent seen him since the update last year.

Just to give you a comparison, I did that quest with an alt recently... I had to kill about 20 phs to get Lockjaw to spawn. I doubt that it has been changed on one server only, but who knows.
Just stand at the spawn spot (just outside of the cavern) and kill them the moment they pop.
