There are a couple of factors (probably obvious) which seem to affect the number of minds and spaces that get dropped: spawn time and drop rate.

Spawn Time
During the Samhain event while I was farming red bosses for gold and drops to sell for gold (so I could buy a broom or two), I would usually take down Rockbelly boss twice in an evening. It wasn’t rare for me to kill him three times. And once or twice over 12 hours I killed him 4 times, especially if he had back-to-back spawns.

For the last three weeks I’ve been camping Falgren/Deadroot, and this is camping rather than doing a boss circuit like I used to do with Rockbelly. I’m lucky if I see Deadroot spawn twice in 6-8 hours, and I’ve only seen the boss spawn back-to-back once.

I haven’t actually timed the spawns, but experience tells me that Rockbelly has a shorter respawn time than Deadroot. On Lugh, there is almost always someone doing a boss circuit, so statistics suggest that Rockbelly will spawn more frequently than Deadroot.

Drop Rate
I’ve found that approximately 1 out of every 5-8 of each instance a red boss spawns will not drop the top tier item. So some instances of Rockbelly will not drop spaces, some Deadroots won’t drop minds, some Shivercowls won’t drop stars, etc.

I’ve also found that Rockbelly is more likely to drop two spaces and one other rem, than Deadroot is to drop two minds tabs.

Putting it all Together
Let’s make up some numbers, which someone with worse OCD than me (or better, depending on your perspective), can refine based on actual data rather than anecdotal experience.

Assumptions, using made up numbers:
  • Rockbelly spawns on average 3 times every 12 hours (12 times in 48 hours)
  • Rockbelly drops 2 spaces 4 times, 1 space 6 times, and no spaces twice (total of 14 spaces in 48 hours, or 7 per day)
  • Deadroot spawns on average once every 6 hours (8 times in 48 hours)
  • Deadroot drops 2 minds once, 1 mind 4 times, and no minds once (total of 6 minds in 48 hours, or 3 per day)
Even if you tweak my fictional drop and spawn rates, if both bosses are farmed so that all of their drops are harvested, you’re still looking at probably 7-18 spaces and 3-6 minds dropping on any given day. When you factor in whether a given boss drops the colour of item you want, and that each toon needs three of each, this goes a long way towards explaining why mind tabs are so rare.

Edited to note that during my farming days during the Samhain event, I didn't bother with Deadroot because it was out of the way, and with my levels and gear at the time I could only fight him to a tie: my druids could keep up with his damage, but my rogue didn't have enough dps to compensate for his self-healing.

guy on our world killed deadroot dual boxing with 2 150 rangers in full es armor and he managed to kill and got 2 mind slates, he sold em for 500k each :/

Now here we this is why all low levels come crying to the forums because of such incidents. OTM needs to be able to fix it
