I have a ton of hp sigils on a now-unused character... would I be able to get those permanently moved to a different toon, or is my camping b*tch stuck with them?
Here's a real stretch... moving them to a toon on my secondary account?

I don't think so.

You could contact Support using the in-game support tool and they will probably let you know. Just ask for them to move them and if they can't they'll say no.
