Also keep in mind that every ranger will probably give you a different opinion with their answer to that question. Best idea is to just ask yourself what you want out of your character and what you want to be able to do. Then ask for help to see if that's possible and how that can be done.

Both can be used efficiently, it all depends on gear

Yes, gear but also play style. Depends like I said on various factors.

For instance. I am a dex build, with a lot of vit. I tank through things, meaning I don't bother with bolas. I out last and out fight the mob. If my vit died and I had to revert to bolas with a strength build, I wouldn't know how to play very effectively because I am not used to it.

I guess everyone has not directly answered my question. But as I collect information I can see Dex is the good one to go. (energy will not be as bad)

Thumbs up! Your learning! The key is to decide what you want, then ask about it. For overall I think dex is the way to go, but I am seriously biased towards dex anyway so yeah. Others have different opinions.
