A good way would be separate the 2 in categories, default skills and quest/drop skills.

Basically any skill that you can get from the main quest is a primary skill and those that are from the pages quest or the ow boss drops

Sound any good?

I would suggest swapping shield bash with protective stance.

You have also forgotten the mages lures.
