I think I found frostbite in fingals cave

I got double shot in fingals cave, carrow, and sewers.

I have been killing the level 40 rats (1-3 stars) in Fingal's Cave gaining various skill manuals and rings (nothing higher than +3) and would rate it a rare drop (versus common, uncommon and rare).

Any +5 rings have always come from a 5 star mob, at least in my experience.

My time in Dunskeig Sewers has not yield a skill manual or ring on mobs level 17 or lower, again in my experience.

Not sure if it's the only place you can get it but frostbite drops in the sewers. From my experience it seems any mob can drop it. I got several frostbite from hawkhurst mobs. Also I got double attack from the lvl 105 4* zombies.
