I have recently made a new character on new account and I wanted a refund so I was going to register my e-mail, but the confirmation e-mail has not been sent. Does this process usually take long time?

Could you check your e-mails spam or junk folder? It may have been sent there.

You could also re-register your e-mail address as you may have made an error in your initial registration.
