All of them would be maxed for an end game druid
I suggest roots over hw. with root you avoid 100% non skill melee damage. As well as, if you have enough rings, you can root DL bosses and hrung if ever needed.

I also suggest swam over storm because it works better with root, and the overall damage is comparable. also, the CD of swarm is lower than storm. if storm avoids you lose all the damage for that rotation, with swarm, you only loose the damage until the next cast.

practice with root while solo and in groups. get good at positioning mobs just outside your group to maximize killing. soloing is always slower, but root tactics allow us to kill much higher level mobs (although its not suggested because xp is the same) than we should be able to. at level 169 I can solo a 3 star level 180 in the pit with little difficulty. granted it takes twice as long as a lvl 170 because of the level difference, but it is possible.

as for your original question, I currently use a 50/50 vit/focus build. with gear and super combo my HP reach just over 6.5k, my energy pool only gets to about 6k. as for sigils, I don't give my opinion about these any more as I have stirred up too much in the past about them. what I can suggest though is this. buy 100, test run it, buy another 100, test run it. DPS eats energy. especially with damage skills maxed. I have just over 400 and get by with heroic energy elix and resos.

good luck.

A build that works wonders is the lvl 1 touch build

The main part is the 1 touch that cannot be interrupted.

Skills:
1 touch, use ASAP only during kills unless hp critical after fight
Max bark, use when ever gonna run out only after fight
Max lightning, great dps skill try and get rings, use ASAP
Max vines, good dot and only needed 1-2 times each fight
Max swarm, great dps skill and best by far for bosses needed 1-2 times each fight

With this build it is ideal for solo but not so much bossing, good for duo but not groups of more than 4
