In Eli's defense, it is a valid question. The superlative "rarest" is only in relation to the others in the set... but says nothing about the total supply of items. You could have, say, a 3% or a 0.001% chance of getting one. In both instances it would be the rarest when compared to the other colours, but at 3% chance you are bound to start seeing more on the server. At 0.001%, you could very well end up being the only owner of such an item.

^ Something being the rarest does not necessarily mean that it is rare. If think they were looking more for a % answer, and not in comparison to the other choices you may get from the chests.
