Lifesteal nerf on low levels?

Does anyone see whats wrong here? I'll tell you if you cant see it. It says I'm taking 700+ health from the target but I'm only getting 600 ish back. Why is that? Was that done on purpose to make lifesteal less effective then it already is? Just curious... What are your thoughts? Anyone else come across this?

I too can testify that my rogue has the same nerf/problem. And that it carries from everyday mobs through bosses. He just doesn't get back what he steals. If rogues are gonna have lifesteal and a bunch of mobs can use this skill for their own benefit with NO nerf/problem whatsoever, then this needs to get fixed for the players.

This said my rogue is atm below lvl 100.
Belenus
Napstrike- 88+ DPS Rogue- Ninja Pirates
Napol- Ranger

Morrigan
Napol- 130+ Hybrid Ranger
Napol2- 83 DPS Rogue

This happens on bosses and minibosses which is understandable, but i'm not quite sure why it has happened on that wolf.
I don't believe it is understandable anywhere, if you're stealing away 700 hit points and only get 500 where does the other 200 go to?
