Actually, that's not that bad for mages who use e-shield. The recast on that skill is its second biggest flaw (other than energy cost), but with the quality origami paper armor mages have, even with dl, that's not a bad defensive brace.
It's quite bad. You'll save what, 3 seconds? Lmao

There are skills that benefit greatly from reduced cooldown timer. E-shield isn't one of them, nor E-Boost, nor E-Harvest.
Players usually don't spam those skills and they are situational use. An actual player would know that. OTM loot designers do not.

I think they are going for drops that support any sort of build, when in reality every player uses a build for bosses if you are that high for level req. Usually only using dps skills, other than warriors taunt (which does not need buffs) and mages lures.

The flaw isn't the drops, more of the skills themselves. Them being rejected so much just shows how useless the skill is.

If they were trying to support all builds then all skills would have a bracer. Instead only 5 skills from each class were chosen, so it's only reasonable to think that some OTM loot designer chose which 5 skills. Clearly not a very good decision, quite uninformed in fact.

Actually E-Harvest isn't bad if you have a reduced cooldown on it. In certain boss groups, I find that I run out of energy faster than a hero energy lix can gain it back. The 30% reduction to cooldown that my void skull gives, coupled with the imperial abyssal harv brace I'm using, makes the skill almost decent. At level 50 I gain back about 1200 energy, with a cooldown of about 40 seconds (I think). A faster cooldown on other skills make you lose energy faster, but a faster cooldown on e-harvest will make you gain energy faster.

My problem is that you need near godly gear to make the skill even half way decent. In my opinion it needs to steal double the amount it does now to be a good skill.

Perhaps. But a druid has a lot of better choices for the bracer slot than Energy harvest. Even spending 40-50 points on E-harvest is a waste imo, it's better to spend them on wards or other damage mitigation skills would likely help the druid better in conserving energy.
