The one that dropped on Mabon came from a 4* firbolg. I'm well over 10,000 4* mobs in carro tunnels killed, best I've seen has been a +70. Drop rates for anything good in this game, exspecially high lvls, is extremely to low. It's a fewls errand to focus on just this item. They want you to waste your life on things like this without due reward. Just say no :P
