Fixed the title of this post to be less misleading. The original intent was that I would pay owners of certain character names to delete them so I could recreate the characters on my own account. No account usernames/passwords are ever exchanged, and thus it does not violate the terms.

The idea of paying people to delete character names is no different than a world transfer, so it's far from a scam.
