You dont need players to report scammers. You dont even look at 90% of the tickets aloneWe can't ip ban due to apples rules of not tracking ips, we do however ban devices if a warning is not enough.
Usually, if there is evidence of a 'scammer' acting once - a warning is given and their character used for scamming is deleted if needed (i.e the 'fake' level 1's).
If there is evidence of this happened over multiple accounts with multiple characters and multiple attempts to scam other players, then we usually disable the account(s) and any device(s) attached to these account(s).
As you mentioned though, this process can be very long, people can slip under the radar and this is why we need players to report players.

Its just the complications that are derived from privacy and such . "Tracking" is a word i know for sure people in the U.S. do not enjoy hearing..It's to a point where we all just got to say, "I'm not lending you jack ish". You earned or bought it don't lend. I know some of us try to be nice to 'lend' to a friend. Perhaps lend to a person they thought was a friend as well.
Glad the one guy lucked out got staff back. Sorry for the others who don't get items back.
