I have been told that the Pirate shop changes it's items every now and then do you guys know when it changes?

It changes when new people purchase items from it, and new items fill up the space.

does it change when people buy in the same server or is it server wide?

From the same server. I managed to get black pirate boots on the second try. Gave it to a friend, by luck a month later I caught another pair.

Same price any other color pirate boots cost (4k). It showed as next after I bought a 2k pair of gloves.

The more items of clothing u get a chance at black in its place. Not as often as I would like. Best bet is try to keep buying gloves they are cheapest item :p

The items also all change after a server reset. I got a pair of black gloves that way

I think it resets at the same time quests do(killain and tree quest). Got black skullcap from it
