Congrats! and that's good to know. I was under the impression that they would be similar to the superior/master weapon bosses in the otherworld, where you have to kill a bunch of mobs to make them spawn.They should have been up at reset tho.. So yeh maybe not spawned or otm haven't put them on
wulver said they are rare, to me that means random spawns not on resets similar to old event bosses but less rare than that.

B.) exactly where to they spawn?(I know they spawn in Carrow and Sewers. I mean exactly where do they spawn in those areas.)

90 in giant sewecrawlers, top left circle in sewers
140 carrow in one of the boggan caves
190 mord troll pit
