Skill effects that don't change per skill level

I'm building a Google spreadsheet that has all of the skills and just about every piece of information I can find or conceive of for them. I'm planning on resetting my skill levels to 1 and recording the changes to skill effect as the level rises but that will have to wait until I'm finished setting up the spreadsheet (tonight). For most skills, there is a single effect such as Direct Damage, Heal per Click, Damage Bonus, Resistance Reduction, etc. For some skills there are 2 effects, such as the Direct Damage and Damage over Time for Frostbite. There are some values that may or may not change based on skill points, stat points, and/or attribute points.

1. Each skill takes a certain amount of time to activate. Are there any skills where this activation time changes based on skill points, stat points, and/or attribute points.
For example, a skill that takes 5 seconds to activate at skill level 1 and 4 second to activate at skill level 20.
2. Each skill takes a certain amount of time to reset itself. Are there any skills where this reset time changes based on skill points, stat points, and/or attribute points.
For example, a skill that resets after 60 seconds at skill level 1 and 59 seconds at skill level 3.
3. For those skills that have an area of effect (such as Firestorm), does the area of effect value change based on skill points, stat points, and/or attribute points.
For example, Firestorm at skill level 1 has an area of effect stated as 6 meters. Does that ever increase to 7, 8, or more?
4. For those skills that have a duration of effect (such as Fire Attunement), does the duration of effect value change based on skill points, stat points, and/or attribute points.
For example, Fire Attunement at skill level 1 has a duration of effect stated as 3 minutes. Does that ever increase to 4, 5, or more?
5. Each skill has an energy cost per skill level. A chart used on some of the wiki sites implies that the cost is set per skill level and does not increase or decrease for that level. Does the energy cost per level change based on skill points, stat points, and/or attribute points.
For example, a skill level 20 fire bolt has a energy cost of 52 points. Does this cost ever go to 50 or lower while still being a skill level 20 skill?
6. Skills that can be applied to others have a certain range. This range is not noted anywhere but if we assume a set value, does that value change based on skill points, stat points, and/or attribute points.
For example, the range for combat type mage skills seems to be longer than a wands attack range but shorter than a bows. Can this range increase to be on par with a bow or better?

I have a strong assumption that in each case the value is not modified and is 'set'. I just want to make sure I have all of the correct data.

On a correct data note, the chart with skill/level/energy cost that is floating around has some wrong values and may reflect a much earlier version of the game. I'll have an update with the spreadsheet.

1. Casting time is static, unless you use have a haste effect and the skill relies on auto damage (like Giant Swing).
2. Cooldown time is static, unless you have gear that reduces cooldown time (skulls or bracelets).
3. AoE range is static.
4. Duration is static, except for rapid shot.
5. Energy cost depends on skill level only.
6. Range is static, except maybe for some ranger skills that might depend on your bow.
