Being overweight isn't all about unhealthy eating habits or lack of exercise.. Medication for other problems or other diseases in general may have this side-effect too...

As a duty to promote health: yes, regular exercise and healthy eating will help you lose weight (you need to ensure that you maintain this, though!). It depends on other factors though like Armo said. I don't know about your medical or social history and neither does anyone else so judging by what someone's written in a sentence isn't the best thing to do; if you are otherwise healthy, then yes, diet and exercise!
