It really depends on what you intend to use it for and how long you intend to spend in the level 120-140 area, I personally like frozen better as its nice to have it saved up for a smooth transition into DL-- but if you're more of a solo player you may not have early access to DL and may have to survive with beastbone so in that case you'll probably like the obsidian better.
As far as leveling goes the obsidian will help you to level faster so long as you have a big enough energy pool or energy regen equipment to keep your energy up,
When you get to bosses the frozen armour really shines as the chaos resist coupled with the divine damage is very very nice-- not to mention on top of that the frozen set comes with its own weapon from the quest line unlike obsidian (it's there, you just have to get it off the 6* black stone mini-boss).

Obsidian does add more dps, but not alot more
"not alot more"? full obsidian adds 100 poison damage which is really good considering alot of regular mobs dont have very high poison resist.
100 poison damage might do between 80-90 increase to your auto
Full frozen adds alot more armor
And the set bonus, more hp and energy, also adds divine dmg for bosses and chaos resist and firewalk thingy
That much increase to dps isnt so great
If u use a super fast attacking wep, some sort of dagger, this may be useful, but if u r a spear rogue, then spear attacks alot slower, making it even less useful

I jus dont see that amount of dmg being more useful then the frozen armor

The thing is that the divine damage only works on bossing. if you are just lvling then I would prefer obsidian over frozen. even though frozen adds more armor, hp, and energy, 80-90 extra auto damage is alot. Id rather have faster kills than more survivabiity since I did fairly well surviving even without frozen. I've never tried the spear build so I am only speaking for dagger builds.
