Not exactly, you have to hit level req for quest to get to f4, I think it's 196ish. Although leveling on the new mobs is super easy compared to what high levels had to do before in arrow so you should be fine.

Designers are working on getting any of the items that aren't being updated for feedback up later today.

I would suggest just releasing them all at once after the ones that are being altered are done. If u release some now and the rest later players will complain if they felt they wasted gold on inferior items. The lux isn't absolutely needed and it will give more players the chance to catch up instead of immediatelty being behind because they didn't want to waste lixs or fight in the arena last update.
