Now that's look at it from pigs perspective it might work, at least it's better that a clan can use it rather than a single person. It being gone completely is obviously a the better solution.

Too many problems that could come along with this. What if you are kicked from the clan?

If someone with a bound item either gets kicked, deletes toon, or drops item it should automatically go to the chiefs bank.

the problem is simple, don't really need a complex and convoluted solution that would also likely cause more problems.
