Well offhand haste dagger can save you money since no need to buy haste ring or heroic gloves. 200 Dex provides increase on your Dex based skills as well as a increase in attack and defence. So you will get increase in Shadowstrike, lifesteal, fast reflexes and poison weapon.
The axe provides more damage than the dagger. As well as a big boost in damage which you could restat and move points into Dex or VIT. Or could use strength build and this also contributes to increase damage into sneaky, quickstrike, riposte. However axe lacks the haste bonus so you will need more money so you can get gloves or ring.
If you need regen while having decent damage than I recommend the bounty dagger as it got 80 poison which is mostly unresisted and 30 pierce which may be resisted but still provides good enough damage. The Attack bonus on it can also be helpful. You will also need get haste item if your getting the bounty dagger. If your looking for more stat points provided with an weapon then either of the two above will be better.
