Haste ring is a 30% increase in attack speed. Does this mean if your weapon has a 2700 speed that you would multiply 3700 x .30 which comes out to about 2600. Does this mean that the weapon speed is now 2600?

Wow. I just realized I screwed it all up. Thanks for calling me out Ziken. Ok so weapon speed being 3700 means
3700 x 30% = 1100
3700 - 1100 = 2600

2600 is the new attack speed

Minimum attack speed is 1100

Also I see a question coming up soon so I'll answer it now, haste does not effect your skill cast times on skills with "damage and delay of equipped weapon". I tested this out before by using the skill with and without heroic gloves.

Remember, I am not only a mage.

I tested the skills with an obsidian weapon(slower then almost all weapons), and changing from heroic gloves to no gloves I found that there is no time change in the skill cast.

And I found a clear change. Ur word against mine then, lets not argue and let the ppl choose who to believe.
