Part of the problem (or maybe by design) is bosses have target lock. People tend to go 120% dps and squishy be dammed in order to lock and get their name on the kill. If they went more solid lower dps builds it would mean far less locks. Few people bother to switch equipment after lock as well.
The end result is survivable builds lose the game, high dps builds you supplement with lots of plat items and don't die too much during the lock get you the win. Only when there is no competition would it make sense to not be sqishy to the point of almost group wiping - even then people still want to use old habits.
