I can't recall if I did the test with lower level toons than the mob, but I did use a level 80 on loredancers and had the same results as my 217 mage. So clearly when you're above (or possibly also equal) to the level of the mob the formula remains the same. And possibly more variables introduced when you're lower level.
I don't see why OTM would have an issue with players trying to figure out the hidden stats and formulas? Maybe if we knew the actual values we could help them fix their game in a more precise way. For instance, you might say "ice damage should hit for 20% more on so-and-so boss to make ice mages more relevant, I propose that so-and-so have it's base ice resist lowered by 250). Whereas currently it's more common for ice mages to say "please buff ice mages, we suck at everything except 205 and 210"- clearly with OTM's lack of experience in playing the game, they wouldn't know how to start fixing that problem
